Oleksandr Klymenko was appointed Head of the SAPO, according to Andriy Yermak.
Klymenko worked as a detective at NABU, passed the competitive procedure, met the criteria of integrity and did not contradict the requirements of the Law "On Prevention of Corruption". However, during the entire selection process, the Commission for the selection of the Head of the SAPO dragged out the procedure - the members sometimes demanded additional checks of the candidate or refused to convene the meeting.
Finally, he was approved as the winner of the competition on July 19. But the head of the commission, Kateryna Koval, delayed the appointment - she submitted his candidacy for approval to the Prosecutor General in order to receive confirmation that Klymenko has access to state secrets and complies with the law on the purification of power. The public feared that this confirmation may take years, but yesterday a new Prosecutor General, Andriy Kostin, was appointed.
So the whole story with the delay of the competition is additional proof that the election procedure should be changed in the future, taking into account the risks. After all, Ukraine is waiting for the selection of the NABU Director.
The appointment of the Head of the SAPO was one of the key requirements for Ukraine's accession to the EU according to the decision of the European Commission on our candidacy.
